Safety Cases Thorough Reviews
The 1992 Safety Case regulations required that every safety case be resubmitted every three years, but the 2005 regulations do not require re-submission. Instead the regulations require that a "thorough review" be undertaken every five years, or when required by the HSE.
Periodic revisions to the safety case are also required, and if the revision involves a “Material Change” to the installation the revised Safety Case must be submitted to the HSE. There is always considerable discussion about what a material change actually is, but the guidance to the regulations suggests that "this would involve changes to the basis on which risk control decisions are made or which necessitate a review of the adequacy major hazard control measures."
As well as the development of Safety Cases, Marex also has experience of carrying out thorough reviews and also revising cases when a “Material Change” has occurred. The Company is pleased to advise its clients when it comes to dealing with these complex matters.
